【摘要】:Whilethereareanumberofusesofinterlaboratorycomparisons,andvariationsintheirdesignandimplementation,itisstillpossibletospecifytheessentialprinciplesthatneedtobeconsideredwhenorganizingsuchcomparisons.ThispartoflSO/IECGuide43definesthoseprinciplesanddescribesthefactorswhichshouldbetakenintoaccountintheorganizationandconductofproficiencytestingschemes.Part2oflSO/IECGuide43describeshowlaboratoryaccreditationbodies,whoassesstechnicalcompetenceoflaboratories,shouldselectanduseproficiencytestingschemes.ThispartoflSO/IECGuide43isintendedforusebyproficiencytestingoperatorsanduserssuchasparticipantlaboratories,accreditationbodies,regulatoryauthoritiesandclientsoflaboratoryserviceswhohaveaneedtoassessthetechnicalcompetenceoflaboratories.Itisparticularlyusefulforlaboratoriesinself-evaluation,butrecognizesthatproficiencytestingisonlyonemechanismwhichcancontributetotheestablishmentofmutualconfidencebetweenusersofdifferenttestinglaboratories.Itiscurrentlyaconditionofsomeaccreditationbodiesthatlaboratoriesparticipateregularlyinproficiencytestingschemesthattheyhaveacceptedasfitforpurpose.Therefore,itisessentialthatoperatorsofsuchschemescomplywithprinciplesforconductofprofessionallymanagedproficiencyschemes,bothintermsoftechnicalrequirements,statisticalprocedures(seeexamplesinannexA),andinqualitymanagement(seeguidanceinannexB).ThemethodsofoperationwithindifferentproficiencytestingorganizationsarenotexpectedtobeidenticalandthisGuidedoesnotgivespecificoperationaldetailsforinterlaboratorycomparisons.ThecontentsofthisGuideareintendedonlyasaframeworktobemodifiedappropriatelyforparticularsituations,includingschemeswitheithersmallorlargenumbersofparticipants.ThisGuideisnotintendedtocoveratechniqueoftenusedbyorganizationstoevaluateasinglelaboratory’sperformancethroughsubmissionsofcertifiedreferencematerialsorotherwell-characterizedtestitems.AbibliographyisgiveninannexC.
